POWERS AND DUTIES

1. Sr. Superintendent of Jails. 1 Overall controlling and administration Officer of Jail and D.D.O. of the establishment.
2. Jailor. 1 Jailor is the Chief Executive Officer of the Jail. He is responsible for safe custody of the inmates and ensures that proper disciplines are maintained.
3. Assistant Jailor. 2 Assistant Jailor shall perform any duty subject to the order of the Superintendent and the Jailor.
4. Chief Head Warder. 1 Chief Head Warder is responsible for enforcement of strict discipline and security of the Jail in all respect. He looks after the duty detainment of Head Warder, Warders, Female Warders, Sweepers, Water Carrier and maintains the records of such duties. All lock and keys of the prisoners’ cell are kept under his custody.
5. Head Warder/Female Head Warder. 8 Head Warder shall be in-charge of all Warders in duty is his particular shift. He shall be responsible for the smartness and to see that they are properly dressed and performing their duties efficiently.
6. Warder. 108 Warder in-charge of a Ward is to see that the prisoners maintain cleanliness and also to examine the Wards, Cells of the prisoners and to report immediately to the Jailor any sign of sickness or prisoners complain.
7. F/Warder. 16 Female Warder shall have the entire care of the female prisoners. Shall be present during ward opening and lock-up. And to ensure that no male prisoners enter the female ward unless accompanied by an authorized Jail Officer.
8. Medical Officer (Part time appointment). 1 A Medical Officer looks after the health care of the prisoners.
9. Pharmacist. 1 To assist the Medical Officer.
10. Head Assistant. 1 Overall in-charge of controlling and administration of the establishment branch and maintenance of Office records like service book, G.P.F., maintenance of leave, ROP. Etc.
11. U.D.A. 1 Disbursement of salary, preparation of budget, monthly expenditures, etc.
12. L.D.A. 1 Examine and process the allocated works receipt and dispatch.
13. Peon. 2 Carrying of files and running of Daks.
14. Driver. 3 Drives the Official vehicles, Prison Van, Ambulance.
15. Barber. 1 To cut the hair of the staff and prisoners.
16. Sweeper. 8 Cleaning of toilets, Office rooms, corridor and open area of the Jail Office complex.
17. Water Carrier. 3 To fetch water of prisoners.
18. Music Instructor. 1 Music instructor for the prisoners.
19. Tailoring Instructor. 1 To impart tailoring training to the prisoners.
20. Carpentry Instructor. 1 To impart carpentry training to the prisoners.
21. Chaplain. 1 To have counselling and prayer fellowship with the Jail inmates.
22. Handyman. 1

The department has its Head Quarter at Kohima (Prisons HQ) headed by D.G.P. The decision making in respect of Prisons department is vested with the D.G.P.

The D.G.P. (Prison) supervises the overall administration programmes and policies.

The officers and staff of the prison department are accountable for timely disposer of works assigned to them

 

THE NORMS SET BY IT FOR THE DISCHARGE OF ITS FUNCTIONS.

Directorate of Prison, Government of Nagaland does not have separate Jail Manual. Therefore, Nagaland Jails follows the analogy of Assam Jail Manual basing on the legal powers and responsibilities as empowered to Prison Act. The various norms to discharge various functions at different levels are spelt out in detail by the Assam Jail Manual for various ranks from constable to DGP which is followed by the department. Besides these, norms for discharge for functions, responsibilities and powers are governed by various government rules and regulations, notifications, Act etc while discharging official and lawful functions, officers should ensure that their decisions and actions are not in contravention to the government servant rules and legal functions.
